Comic relief usually means a releasing of emotional or other tension resulting from a comic episode interposed in the midst of serious or tragic elements in a drama.

why is it often used in horror films?
Sometimes comic relief characters will appear in fiction that is comic. This generally occurs when the work enters a dramatic moment, but the character continues to be comical regardless.

My favourite scen is one of the lastest scene, when the headless horseman leaves from his grave and goes to kill katarina. The invastigator  safes him and give the head to the murderer. The killer doesn't kill him and attack a witch who was comanding him. They enter in to the dead tree and disapear.

I like this scene because the horseman do his really vengance and take his head. It's a happy finish for the movie, I wasn't thinking about it'll finish of this form. It's a very mistirious moment.
